Windows: Keyboard Wedge doesn't open or shows "Unable to load DLL" error

The Keyboard Wedge for Windows requires the VC++ redistributables 2013 and 2015-2019 to be installed. Should this not be the cause, the Keyboard Wedge will either not open (and show an error in the event log) or display an error upon launch:
